Empower is an enhancing utility skill, which grants ATK and MATK % increase buff upon cast.

Base Charge
Casts a buff on yourself or on an ally, increasing both ATK and MATK by 15 %, plus 2.5 % for every extra point put into the skill.
The buff will last for 15 seconds. Recasting the buff on the same target will refresh the duration.
Mechanics
Upon cast, Empower places a buff on the target that lasts for 15 seconds. This duration can be increased by the Got You Covered talent.
The buff adds 15% + 2.5% * Skill Level ATK and MATK % multiplier. This stacks additively with the values provided from Strength and Intelligence talents, and the buff from 
Power Potions.

- Empower is useful in all builds due to boosting both damage stats by the same amount
